The present document outlines smartEn’s proposal for Amendments in view of the inter-institutional negociations of the Energy Performance of Buildings Directive (EPBD).
These proposals for amendments aim to ensure buildings become smart and flexible assets, capable of interacting with the grid in order to support a more efficient, decarbonised and secure energy system while rewarding consumers.
smartEn suggests the following improvements:
- Consider buildings as energy assets integrated into the energy system, thanks to their flexible consumption, generation and storage from their behind-the-meter smart assets, including from electric vehicles.
- Support REPowerEU plan to deploy solar and heat pump, but stress that grids need to be capable of integrating them and ensure the smart interaction of buildings with the energy system, taking into accound all flexibility resources in buildings.
- Activate the flexibility potential of already deployed digital and decentralised energy resources and set minimum requirements for the deployment of additional digital and decentralised flexibility assets in buildings.
- Ensure that the energy performance of a building is based on actual measurement contemplating the reduction of the actual carbon footprint and the demand-side flexibility performance of the building.
These amendments build on our comprehensive assessment of the EPBD proposal presented by the European Commission in 2021.
