Joint Statement | EPBD transposition giving the buildings sector the certainty to invest

The European Commission’s follow-up on the transposition of the Directive is an important step towards ensuring that the EU-level rules are fully and effectively implemented across Member States.

Buildings account for around 40% of the EU’s final energy consumption and around half of EU gas consumption. That makes the EPBD a key lever for reducing energy demand, lowering energy bills, strengthening Europe’s energy security, and driving investment and innovation across the clean tech and buildings sectors.

In this context, mere legal transposition is not enough. Member states need clear guidance, effective compliance and verification mechanisms, sufficient administrative capacity, investment in skills and strong coordination between national, regional and local authorities as well as market actors.
